Rohan Manning - Supporting the City of Middletown Through Finance
Rohan Manning serves as chief financial analyst for the City of Middletown, Connecticut, supporting the Public Works Department’s budget management. His responsibilities include developing departmental budgets, monitoring expenditures, and preparing financial analysis for contracts, grants, energy-efficiency work, and the city’s annual paving and milling program. Rohan Manning began working for the city in 2019 after a career in financial planning and analysis across corporate and media organizations.
Mr. Manning also serves as president of Middletown Little League. He previously served the league as treasurer, vice president of baseball, and liaison to District 9. His volunteer involvement also includes nine years of youth baseball coaching and four years coaching All-Star baseball.
As president of Middletown Little League, he helps guide the oldest continually operating Little League program in the state. The league has also earned local recognition for its participation in the annual Memorial Day Parade in 2025 and 2026. Its 10U Baseball and 10U Softball All-Star teams have won District 9 championships for the past two and three years in a row, respectively. Mr. Manning’s connection to the league began when his two sons started playing tee-ball. His experience combines oversight of league operations with on-field instruction for young players.
Earlier in his career, Mr. Manning worked in financial analysis roles at Pratt & Whitney, Back9Network, Open Solutions, and ESPN. He holds a master of business administration in finance from Fordham University and a bachelor of science in finance and information systems from Boston College.
